But I will cite another story, when D.P.Grigoriev, a professor of the Mining Institute (SPbGI-TU), a world-famous scientist who brought up more than one generation of geologists, sought this title for several years in a row and achieved it shortly before his death. However, during the same time, a whole company of unproductive ambitious "scientists" with high speed arranged in the "honored".

1. General Provisions

1.1. An application for awarding a state award is initiatedfor scientific works scientists of the Russian Academy of Sciences by the decision of the Academic Council, for the restcategories of employees by the decision of the Meeting labor collective organizations,subordinate to the Russian Academy of Sciences, at the place of the main (permanent) work of the person presented for the award of the statereward. The decision is drawn up in a protocol, which is recorded in award sheet.

1.2. Based on the application for an award, an award is issuedsheet according to form No. 1, approved by Decree of the President of the Russian Federation of September 7, 2010 No. 1099, award documents are formed,which are sent to the head of the municipality, on the territorywhich the work of the person against whom the application for a state award.

1.3.After agreement with the head of the municipalitydocuments are sent to the highest official for consideration(head of senior executive body government) subject of the Russian Federation.

1.4.According to the results of consideration by the head of the subject of the Russian Federation documents are transferred to the authorized representative of the President Russian Federation for the federal district for approval. At upon positive approval, the documents are returned to the higher to an official of a subject of the Russian Federation for their transfer to Russian Academy of Sciences.

1.5.Representation of awarding state awards together withthe corresponding award documents are submitted to the President of the Russian Federation by the President of the Russian Academy of Sciences.

1.6.Submission of ideas about awarding stateawards to the President of the Russian Federation is carried out no later than three months from the date of completion of the award list approval.

1.7.When presented for awarding state awards award is determined by the nature and degree of merit of the recipient, which must comply with the statutes of the orders of the Russian Federation,regulations on insignia of the Russian Federation, medals of the Russian Federation and honorary titles of the Russian Federation.

1.8.Rewarding with state awards of the same name(having degrees) is produced sequentially - from the lowest to the highest degree of reward.

1.9. Jubilee medals of the Russian Federation, awards established by federal state authorities and other federal state bodies, state authorities of the constituent entities of the Russian Federation, public and religious associations, are not state awards.

1.10. The next state award of RAS workers is made for new merits and achievements no earlier than five years after the previous award, with the exception of awards for accomplishment of a feat, courage, courage and bravery.

The honorary title "Honored Scientist of the Russian Federation" was established on December 30, 1995 No. 1341 "On the establishment of honorary titles of the Russian Federation, the approval of regulations on honorary titles and a description of the badge to honorary titles Russian Federation" . The same decree approved the original Regulations on the honorary title, which stated:

The honorary title "Honored Scientist of the Russian Federation" is awarded to outstanding scientists with a doctorate in science for merits in the development of priority areas of science and technology, the creation of scientific schools, the education and training of scientific personnel.

The breastplate has a uniform form for honorary titles of the Russian Federation and is made of silver 40 mm high and 30 mm wide. It has the shape of an oval wreath formed by laurel and oak branches.
