New procedure for periodic checks of guards

Curriculum training program for private guards

22.2. With the conditions for the decision of the Commission, the verification of theoretical knowledge and practical skills of the use of special means can be organized on the basis of other organizations, including in the internal affairs bodies.

22.3. Periodic checks using official and civil arms are carried out by commissions, as a rule, on the basis of rifle objects of non-state educational institutions involved in the preparation, retraining and advanced training of the relevant categories of workers.

22.4. The use of non-state educational institutions of weapons and cartridges in the implementation of the established exercises is carried out in accordance with the norms of their status, intended for periodic inspections of private guards and legal entities with special statutory tasks for the actions in conditions related to the use of firearms (Appendix N 3 to this Regulation).

22.5. Periodic checks using firearms can be carried out by commissions based on rifle objects of sports organizations.

22.6. In the absence of the territory serving the internal affairs authority, non-state educational institutions, which announced the provision of their material and technical base for periodic inspection, the specified audits in coordination with the Central Commission of the Ministry of Internal Affairs of Russia may be held by commissions on other small-scale objects prepared in accordance with those who are presented to It requirements.

23. At the information stands of the units of licensing and permitting work of the Internal Affairs Authority, as well as in the information and telecommunications network of the Internet on the official website of the territorial body of the Ministry of Internal Affairs of Russia at the regional level, information about organizations and facilities located on the territory of the constituent entity of the Russian Federation are located on the basis of which by the Commission Periodic checks are conducted, and the work schedule of the Commission.

24. The head of a private security organization or other enterprise with special statutory tasks upon receipt by him or his employee invitation (Appendix N 4 to this Regulation) coordinates the date of testing with the administration of the educational institution and the Rifle object, on the basis of which his employees will be inspected, what informs (specified in the invitation of the method) commission or body of the internal affairs by sending an invitation laterestablished by subparagraph 8.2 of this provision.

25. The employee who arrived at the periodic check should have a document certifying his identity and a copy of the invitation (Appendix N 4 to this Regulation).

26. According to the results of a periodic verification by the Commission, one of the following decisions are taken:

26.1. Recognize a worker suitable for action in conditions related to the use of firearms and (or) special means.

26.2. To recognize the employee who did not pass a periodic check (in case of incomprehension of the inspection of theoretical knowledge, or checking the practical skills of the use of firearms or special funds, or with an employee's failure to appear without a valid cause) and send it to a re-verification.

26.3. Recognize an employee unsuitable for action in conditions related to the use of firearms and (or) special means (with re-incomprehension by an employee of verification or re-showing an employee for verification).

27. Upon completion of the periodic verification of the employee, a member of the Commission contains an act on the results of a periodic verification of private guards and employees of legal entities with special statutory tasks for action to action in conditions related to the use of weapons and special funds (Appendix N 5 to this Regulation), The second instance (or copy) of which is given to the employee. Simultaneously with the act of verification, his employee is returned to the survey card for testing theoretical knowledge.

28. When making a decision specified in subparagraph 26.2 of this Regulation, an employee (or representative of a legal entity) simultaneously with the audit act is awarded an invitation (Appendix N 4 to this Regulation) for passing within 14 calendar days of re-verification.

29. The results of periodic inspections and the Commission adopted by the Commission reflected in the acts of inspections, within a period of no more than 5 working days are considered at the Commission meeting and are summarized in the Protocol (Appendix N 6 to this Regulation).

30. When confirmed by the fact of violations by an employee or a member of the Commission during a periodic audit, the Commission may annul decision And to designate the date of passing a re-inspection worker, which is carried out within 14 calendar days from the date of the adoption of this decision. An employee or his manager is awarded (directed) an invitation (Appendix N 4 to this Regulation).

31. Upon admission from the employee (or his head) of the application for the transfer of the date of verification for a valid reason, the Commission establishes a new period of passing periodic verification.

32. Information on the results of periodic inspections and decisions adopted by the Commission are recorded in the Protocol (Appendix N 6 to this Regulation), which is signed by the Chairman (Deputy Chairman) of the Commission.

33. The Commission within 2 business days after the signing of the Protocol ensures the Direction of Acts of Checks, extracts from the protocols in terms of the abolition of decisions specified in the audit acts, and invitations to repeat the employees in the internal affairs authority on the location of the license or supervisory work of the Legal Persons.

34. Transmission and storage of information on the results of periodic inspections and solutions of commissions in electronic form are allowed.

35. The internal affairs body on the location of the license or supervisory work:

35.1. Provides a presentation (direction) to the head (or the person responsible for this direction of work) of a private security organization or other legal entity with the special statutory tasks of invitations for employees to be primary, planned (no later than 14 calendar days before the term established by sub-clause 8.2 of this Provisions) or re-verification.

At the same time, the invitation for employees to be primary verification is formed on the basis of information provided by the head of a private security organization or other legal entity with special statutory tasks.

Employees are allowed to check if they have no grounds that impede the acquisition of civil arms license.

35.2. Sends a notice to the Commission about the presentation of invitations to employees to be periodic verification (Appendix N 7 to this Regulation).

35.3. On a period of no more than 3 business days from the date of receipt of the audits, they make their results into an automated information search system "Weapons-MVD".

35.4. For employees who have not passed primary or scheduled periodic checks, within 2 business days from the date of obtaining the decision of the Commission, send the head of the relevant organization the order of delivery to the division of licensing and permitting their permits for storage and wearing firearms in the performance of official duties.

35.5. In relation to workers recognized as unsuitable actions in the conditions related to the use of civil arms and special funds, guides the head of the relevant organization the order of the ban on the issuance of civil arms and special funds to the specified employees.

36. Permission to keep the storage and wearing of official or civil arms in the performance of official responsibilities until the employee is published or before deciding on its cancellation is kept in the case.

37. In disagreement with the decision of the Commission on the results of its periodic inspection, the employee may apply to the prescribed manner to the Central Commission of the Ministry of Internal Affairs of Russia. During the consideration of such an appeal (complaint), the Central Commission of the Ministry of Internal Affairs of Russia may be organized by repeated periodic verification in the manner prescribed by this Regulation.

38. The direction of the document provided for by Appendix N 4 to this Regulation is allowed in the form of an electronic document signed by a simple electronic signature.

General requirements for exercising

1. When performing an exercise N 1, the protective helmet is worn under the observance of sanitary and hygienic standards (the use of personal headdress of the checked, napkins, liner).

2. Exercises N 3 and N 4 are performed on a mannequin, which should repeat the contours of the human body. At the same time, the upper limbs must imitate the structure of the hand and have 3 degrees of freedom to ensure exercise.

3. In exceptional cases, exercises N 3 and N 4 on a partner with his written consent are allowed. At the same time, during the implementation of the exercise N 3, a protective vest should be put on a partner.

4. When performing the exercise N 3, the blows should be applied fixed, without the use of unnecessary effort capable of damaging the mannequin or injury to the partner.

5. Exercise N 4 is considered to be performed correctly, if in the state of the state, the handcuffs are freely turning and reliably fix the limbs.

Evaluation of the exercise of the practical application of special funds

Exercises of the practical application of special funds are considered to be fulfilled if positive results were obtained.

1. In case of non-fulfillment by the employee of one of the exercises for technical reasons (the refusal of weapons, a branch and other), the exercise is re-made.

2. These norms apply to non-state educational institutions 1 attracted in the prescribed manner to conduct periodic inspections using official weapons.

3. The number of weapons and cartridges, as well as their reserve used for periodic inspections, may vary by decision of the Central Commission of the Ministry of Internal Affairs of Russia, taking into account compliance with the requirements for ensuring their safety and security of storage.

4. The reserve of weapons is used for short-term replacement of faulty weapons allocated for training and practical firing, for the period of its repair or purchase of a new weapon.

5. The types and models of official weapons are determined by the Central Commission of the Ministry of Internal Affairs of Russia, taking into account categories of verifiable workers.
