Stages of monitoring

The Law on State Regulation of Prices determines that Roszdravnadzor's operational monitoring is carried out in several stages:

Operational monitoring of prices for vital necessities is carried out in accordance with Order No. 277n.

For medical and pharmacy organizations before June 1, 2012, it is necessary to register with the Roszdravnadzor website in the "Operational Monitoring" section. Regulations on the monitoring of prices

The assortment and prices of drugs in pharmacies and medical and preventive organizations are subject to monitoring. The basis for inspections is the list of essential drugs.

Operational monitoring of prices for Roszlz Roszdravnadzor is carried out on the basis of a list of drugs from which a list is formed to verify indicating:

  • trade name;
  • dosage form;
  • dosages;
  • manufacturer companies.

The basis for the formation of the list are declarations on the compliance of drugs. The list is received by the management of Roszdravnadzor of the subjects of the Russian Federation. If the specified drug has been absent in pharmacies and medical and preventive organizations for two months, the list is adjusted at the local level.

Who is obliged to file reports?

According to the law, not all pharmacy and therapeutic and preventive institutions are obliged to participate in monitoring monthly, but their number should reach at least 15% of the total number on this subject of the Russian Federation.

Specifically, the structure of the audited organizations for each subject of the Russian Federation should include 25% of pharmacies, from them - 25% of federal and municipal and 50% of private organizations.

Accountable organizations should include:

  • specialized and multidisciplinary medical institutions of republics, regions, edges and districts;
  • city hospitals of cities with a population above 250 thousand people (4 institutions from each subject);
  • municipal institutions (at least 5);
  • central hospitals of districts (no less than 3).

Operational monitoring is carried out on all therapeutic and prophylactic organizations with federal submission.

If there are no pharmacies in the subject of the Russian Federation, then the number of monitoring participants increases at the expense of municipal institutions. The following ratio is envisaged between pharmacies, pharmacies and kiosks in the report structure - 30:60:10.

Reporting and analytics

The operational monitoring system is multi-stage. Each month, information on drugs that are available on the 15th number is collected on pharmacies and therapeutic and preventive institutions of each subject of the Russian Federation, which falls under the monthly inspection. No later than the 5th day of the next month, the local Roszdravnadzor authorities provide a summary report in electronic and paper form for each subject, according to a certain law forms. Pharmacy and medical organizations when filling out reports, not only the name, manufacturer, dosage of the drug, as well as other data are indicated:

  • the name of the wholesaler, which is engaged in the supply of drugs in the absence of a particular preparation in the warehouse;
  • the reasons for the absence of the drug and the timing of the resumption of deliveries.
