Fire safety instructions for security personnel. Option instruction "on the procedure for the duty personnel upon receipt of fire signals and malfunctions of fire protection installations"

  • Date: 29.03.2019

Fire is always a surprise. A fire that has begun may completely cover the building in less than 10 minutes. A fire can happen both day and night, so we all must clearly know the correct actions in case of fire and perform them automatically in case of danger, without thinking.

If in your free time, knowledge of fire safety rules and fire actions is everyone’s personal business, then in the service all employees are obliged to familiarize themselves with the requirements of the institution’s safety rules and instructions on the personnel’s actions in case of a fire against signature.

Fire safety at facilities with around the clock people

At enterprises, institutions or other facilities where people (children, patients, the elderly, people with disabilities and other categories) stay around the clock, a permanent duty of their staff is organized. Taking care of this is the business of the head of the organization.

The objects with round-the-clock stay of people of a social type include:

  • boarding schools;
  • houses for senior citizens (elderly);
  • homes for the disabled;
  • orphanages;
  • preschool institutions;
  • hospitals;
  • objects of children's summer holidays (camps).

Objects with a night stay of people are equipped with:

  • hand lights (one or more for each duty officer);
  • personal protective equipment respiratory organs  - respirators, gas masks, gauze bandages;
  • eye protection equipment (goggles, visor protective devices).

The head is obliged:

  • provide uninterrupted, constant telephone communication at the facility;
  • daily transmit data on the number of people present at night to the fire department (at the site address);
  • provide a sufficient number of exits for the evacuation of people from the facility.

His responsibilities also include the development of instructions on the procedures for personnel in case of fire and the verification of knowledge of its contents among all employees. The difference between the instructions on actions in case of fire for such objects is the need to provide 2 options for actions for personnel: in the daytime and at night.

Actions of personnel in case of fire during the day and night: instruction

In the event that a fire alarm is triggered at the facility day or night, but there are no signs of fire - smoke, burning smell, ignition, the duty officer must first find out the reason for the activation of the system. To do this, he checks the room where the fire detector worked, and if there are no signs of burning there, he turns off the sensor. Even if the operation of the system was false, the employee informs the management about the signal, after which he calls a specialist servicing the MTA.

Personnel actions during a fire in the daytime, if signs of fire are detected:

  • call the fire brigade and immediately report the situation to the management or the enterprise safety officer;
  • use a fire extinguisher or other primary means of fire, if it has not been more than 10 minutes since the fire and the fire has not managed to completely cover the room (initial stage of the fire);
  • with intense ignition, a rapid increase in temperature and smoke in the room, if possible, isolate this zone (close the door, etc.);
  • notify all who are in the facility about a fire;
  • ensure the evacuation of people to a safe place.

Having found clear signs of a starting fire at night, the duty officer immediately gives a telephone signal to the fire department and the administration of the institution, after which he proceeds to the actions on the spot:

  1. He takes a flashlight, personal protective equipment and respiratory organs, goes to the source of ignition.
  2. Applies primary fire extinguishing agents if the fire is in initial phase, or closes the room if the flame is too powerful to limit the spread of the flame.
  3. Alerts people who are at the facility about a fire by turning on the warning system or by giving a voice signal.
  4. Helps evacuate people.
  5. After leaving the building, the employee of the institution organizes a meeting of the fire department and provides specialists with all possible assistance in eliminating the fire.

Instructions on actions during a fire at night (for institutions with a mass stay of people: hotel, hostel, medical hospital  etc.)
