The document amends the existing “Rules of organized groups of children on customized buses” No. 1177, which were approved by the government in December 2013. In particular, it contained a requirement to carry out such transportation only on buses under 10 years of age. However, we recall that the entry into force of this provision was postponed three times: the regions were not ready to switch to new buses, only few had time to renew the park, and the “age limit” put children's bus trips into question. The last time the requirement was transferred at the end of 2016, it was supposed to take effect on July 1, 2017. The current amendments of the Ministry of Transport remove this problem: in the ill-fated paragraph 3, which cost the tourist industry a lot of nerves, it is now proposed to remove the words “from the year of issue of which no more than 10 years have passed.”

The draft of the Ministry of Transport has a number of other important clarifications and amendments. For example, the concept of an “organized group of children” is more clearly defined. It is considered “in a bus not related to a route vehicle, a group of children under the age of 17, numbering 8 or more people, carried out without their legal representatives, unless the legal representative or representatives are appointed attendant or appointed medical employee, or participating in the program of travel by an employee of a tour operator, a travel agency, or an organization that provides excursion services. ”

Thus, the regulation of the transportation of children groups of up to eight people was considered inexpedient due to the risk of excessive bureaucratization of the process. This means that official procedures for the collection and submission of documents and notifications to the relevant authorities apply only to groups of 8 people. The Ministry of Transport also clarifies to what age the participants of the excursion trip fall under the category of children - “under the age of 17", that is, up to 16 years old inclusive.

It is important that, in addition to the freighters, the rules allow students to travel agencies and organizations involved in excursion services. At the same time, the obligatory requirement to keep all accompanying travel documentation for three years after its completion is removed from the hired organizations. And in the case of repeated (two or more times) an organized group of children on the same route, the new rules provide for filing a notice (application) about multiple trips.

Finally, the requirement to accompany the buses with traffic police cars is replaced by the requirement to install them on a vehicle with an organized group of children flashing light of yellow or orange color. All this, of course, will make life easier for the tourist industry, which, after the restrictions imposed by the rules, had to reduce children's and school group trips.

Olga Sanayeva, head of the PCT Council of Regions, is confident that the resolution will be adopted before the summer season. “However, if there was a solution in the“ transport ”problem, then there is still a lot to be done in terms of the relationship between tour operators and schools,” she noted RATA-news.

Recall, after the tragedy on Syamozero, almost all regions began to publicly or privately ban child tours. That is why, Ms. Sanaeva believes, it is necessary to restore the interaction of tour operators with schools, because they are working on the common cause of children's development. The PCT proposed in this connection to develop a uniform training manual on the organization of such trips. “The training manual should be coordinated with all interested departments - the Ministry of Transport, the Ministry of Culture, the Federal Agency for Tourism, and, of course, the Ministry of Education, with which we have now reached a common understanding on this issue. Another stumbling block in the way of organizing children's tourist trips was the order of the Ministry of Internal Affairs No. 941 “On approval of the procedure for submitting a notice of an organized group of children by buses”, which came into force on April 1. Like the Ministry of Transport, this department decided to clarify the “Rules of the Organized” No. 1177, but instead of an explanation, it confused everyone more. The procedure provides that the notice of the trip is submitted online or in person to the regional departments of the State Traffic Inspectorate at the place of origin, and, if they are not available, to the relevant department. However, the wording with the word “or” gives rise to discrepancies and, accordingly, different requirements for notifiers in different regions of the country. What documents are required to transport a group of children?

The deadline for submitting a notice about the organized transportation of a group of children to the State Traffic Inspectorate division is set by the Rules of organized transportation of a group of children by bus - no later than 2 days before the start of transportation.

Upon receipt of the notification, verification of information on the registration of the bus and the conduct of its technical inspection is organized. And also check that the driver allowed to manage the bus, driver's license category "D".

According to this decree, from July 1, 2015, amendments to paragraph 3 of the Rules for the organized transportation of a group of children by buses came into force. Basic rules for transporting children in buses

The order of the bus transportation of children's groups is regulated by Government Decree dated December 17, 2013 No. 1177. This document applies if the size of the group is at least 8 people.


Let's name the most important rules of organized transportation:

  1. the bus is equipped with identification marks "Transportation of children";
  2. children under 7 years old can be included in the group only if the estimated time spent on the road is less than 4 hours;
  3. a trip at night (from 11 pm to 6 am) is allowed in exceptional cases:
    • when traveling to or from the station, airport;
    • delivering children to their destination when they are delayed;
  4. if a long-distance trip is expected to be longer than 3 hours, the health care provider must accompany the group;
  5. the driver must meet a number of requirements:
    • have uninterrupted driving experience of a vehicle category "D" for at least a year;
    • not to be arrested or deprived of a driver’s license for a traffic violation during the year;
  6. each bus must be accompanied by adults (during the trip they should be near the door);
  7. if it is expected to be in transit for more than 3 hours, then a supply of water and food must be prepared.

What documents are needed when transporting children's groups under Ordinance 1177?

Organized by transportation of children   will require a significant number of documents. First, we list the papers that will be needed in all cases of such transportation:
