1 Make an introductory part of the production instruction. Here reflect the distribution area and purpose of the document.

2 Reflect the safety requirements in the main part of the document, before describing the work. Here you can specify links to the existing instructions for labor protection, sanitary standards and rules, or to make text specific requirements. Here, specify the applied personal protective equipment, safety requirements for component parts, assembly units and materials.

3 Describe a technological sequence of action, operations. Processes Describe simple phrases indicating the action above the object, accompanying the parameter indication (if necessary). Write down information about the required technological mode, i.e. temperature parameters, pressure, power, etc. required when performing an operation.

4 Indicate what equipment is involved in the process. Names of fixtures, tools and measurement tools indicate in accordance with the technological documentation on them. You can attribute tools and fixtures the letter code, you can shorten the text of the description of operations.

5 Description of the operation of the equipment is in the form of a list or a sequence of personnel actions that serves it. There may be points about staff responsibilities during the preparation of equipment for work, during its work, breakage and emergencies, as well as upon completion of work on equipment. In addition, it is necessarily prescribed personnel responsibility when servicing mechanisms and work on them.

6 Large text Split to sections and subsections. Points and subparagraphs include. Create tables or graphic illustrations if they are needed.

7 On the first sheet of instructions, specify its name (at the top), the industry to produce production. Below should be a signature on the approval of the instruction, the position and date of the approving. Next, place the main text of the instruction, which, if necessary, transfer to subsequent pages. On the right and below, in a separate field, specify the composition of its performers and the surname, the name of the developer and the controller.

The production instruction is a position that reflects the entire spectrum of relations to develop between an employee of the organization and produced by it, as well as technical work, which is happening in the enterprise. For a particular specialist, an individual regulatory certificate is being developed. All items of this provision take into account numerous parties with the increase in the magnitude of complex and dangerous factors, the production instruction reflects an increasing number of regulatory documents.

Officials possess universality and do not have a certain standard standard. Production instructions, due to the fact that it is based on a large number of legislative acts, does not allow to deviate in processes. Documents that are applied in the development of officials for various specialties regulate professional actions of workers. These functions are reflected in the form of industrial behavior, which, in turn, is issued in the form of production instructions. The main purpose of this document is:

Lighting detailed instructions and rules for working with mechanical stationary systems that have a start and installation of both manual and automatic character;

Establishment of requirements for the magnitude of the workload for each specific profession;

Determination of the total level of vibration;

An indication of the magnitude of the thermal impact, which is calculated on the basis of their pores of the year, as well as the duration of this influence, etc.

The production instruction reflects one of the essential factors of the production process - the severity of work. It is determined on the basis of knowledge of the mass of goods that need to raise and move manually. For the calculation of the severity of professional activity, it is necessary to determine and dynamic load produced on the employee's body for one shift. Unit of measurement of this indicator are kilograms. The severity of the labor process is determined for those workers who are engaged in physical activity.

In the production instruction, the right of employees is prescribed on the compliance with the conditions that meet the requirements for labor protection. According to the Labor Code of the Russian Federation, state guarantees are established to employees. At the same time, the employer is assigned the obligation to ensure safe conditions and compliance with labor protection requirements. Tk of the Russian Federation prescribes the need to control and state supervision over the execution of all prescribing actions. At the same time, this legislative act establishes responsibility for violations of all requirements relating to these provisions to reflect and in job descriptions of specialists.

Production regulations reflect minimum standards that are intended to provide employees with overalls and shoes, and this provision is mandatory for safe working conditions and should not be broken by an employer or an employee.

Can be hiring. At the same time, they can be approved as a separate document. Those who constitute job descriptions (usually these functions are assigned to the enterprise personnel department), have the right to appeal to consultation to those skilled in the art. In their work, you can also use numerous regulatory documents. Thus, on the basis of an employment agreement and in full compliance with the Labor Code of the Russian Federation and other legislative acts, which regulate legal relations in the field of labor, a job description of the Brigadier and Workers, Master and Economist, Director and Chief Accountant is drawn up, etc.

Get acquainted with projects of management orders regarding its activities. 3.8. Subscribe and sight documents within your competence. 3.9. Take part in meetings on which issues related to its work are considered. 3.10. Improve your professional qualifications. 3.11. [Other rights stipulated by the labor legislation of the Russian Federation]. 4. Responsible responsible for the safe operation of hazardous production facilities of gas consumption is responsible: 4.1. Production instructions

Important

In addition, production instructions should be developed on the basis of typical sectoral and inter-sectoral instructions. For example, the job instruction for a specialist responsible for the content of pipe-layer cranes in a good condition is developed on the basis of the standard instruction of the RD 10-275-99, the production instruction of the driver of the pipe-layer crane - on the basis of the RD 10-276-99, etc.

Production instructions for staff serving OPO are approved by persons authorized to this in accordance with the constituent documents and local regulatory acts of the organization, taking into account the requirements of regulatory documents. So, for example, according to the requirements of paragraph 2 of Appendix No. 1 of the RD 10-40-931, production instructions for personnel serving GPM and lifts have the right to develop - technical director (chief engineer), trained and certified to the enterprise.

Industrial Safety Instructions

The distribution of developmental control responsibilities, as well as in coordination and approval of Di, is carried out in accordance with Annex 3, etc. Also, for example, the recommendations of the Ministry of Labor of the Russian Federation for the Development of DI for civil servants of the federal executive authorities, according to which the head of such an authority approves Di for their deputies and heads of structural units.

For the remaining posts, the model instructions (see the letter of the Ministry of Labor of the Russian Federation of March 13, 1996 No. 482-VC). So, the duty to develop job descriptions in a private enterprise may be entrusted to any employee - in accordance with the Regulations on job descriptions or by order of the head.
In state institutions, a similar rule acts theoretically, however, in practice, this function is usually regulated by special sectoral acts.

Production instruction ???

Production instructions are in the workplace and are issued under the discount workers for which the knowledge of these instructions is mandatory. Based on the order of Rostechnadzor of January 29, 2007 No. 37 "On the procedure for the preparation and certification of employees of organizations, the supervisory federal services on environmental, technological and nuclear supervision", workers periodically tested the knowledge of production instructions and / or instructions for specific professions at least once at 12 months.
Download and see an example of the production instructions for the mode of operation and safe maintenance of vessels under excess pressure (steam sterilizer VK-75-01, GK-100-3) from our colleague Alexey Semihatsky. That's all.
At the same time, the activities of state institutions are usually regulated by special provisions approved at the appropriate level of executive authorities, and the practice of introducing di for civil servants, employees of budgetary institutions are distributed almost everywhere. As we indicated above, the development of di is carried out in accordance with the approved provisions for a particular activity, for example:

  • Order of the Federal Customs Service of Russia "On approval of the Regulation on the procedure for the development and approval of the di employee of the Customs Authority" of August 11, 2009 No. 1458.

    In Annex 5, the posts of persons responsible for the development, coordination and approval of DI for each level of management are indicated.

  • Order of the Gosnarkontrol RF "On approval of the Regulation on the procedure for the development and approval of di ..." of November 25, 2003 No. 235.

Issuance to the heads of divisions, head of the gas service of prescriptions to eliminate violations of the requirements of rules and control over their implementation. 2.9. Control and help with responsible persons for the operation of hazardous production facilities of gas consumption, the development of measures and plans for replacing and modernizing gas equipment.

2.10. Organization and conducting training with specialists and workers to eliminate possible emergencies. 2.11. Participation in surveys conducted by the Russian State University authorities. 2.12. [Other job duties]. 3. Rights responsible for the safe operation of hazardous production facilities of gas consumption has the right: 3.1. For all social guarantees provided for by the legislation of the Russian Federation.
3.2.

  1. Responsibility

Responsible for the implementation of industrial control is responsible: 5.1.

Present in the Kaliningrad Department of the Office of the North-West District of Gosgortkhnadzor Russia information about the organization of production control. Information on the plans for the current year and according to the results of the previous calendar year is submitted within the deadlines established by the relevant federal executive bodies (1 time per quarter, no later than the 10th day of the month following the reporting year and at the end of the reporting year no later than December 1).

The data contained in the information is determined by the "Regulations on the organization and conduct of industrial control over compliance with industrial safety requirements on hazardous production facilities officials." Responsible for the implementation of industrial control ensures control of: 3.15. Fulfillment of license conditions for industrial safety activities. 3.16.

Greetings, dear friends! Note on production instructions.

In organizations carrying out construction, operation, reconstruction, technical re-equipment, conservation and liquidation of a hazardous production facility; electric power facility; object on which electrical, thermal installations and networks, hydraulic structures are operated; Manufacturing, installation, commissioning, maintenance and repair of technical devices (machines and equipment) used at facilities, transportation of hazardous substances are developed and approved in the manner prescribed in these organizations, production instructions.

Mandatory development of production instructions is provided for by regulatory acts in the field of industrial safety to ensure the requirements of industrial safety, and not in the field of labor protection.

In accordance with paragraph 26 of the provisions on the organization of training and verification of knowledge of workers' organizations, appointed federal services on environmental, technological and nuclear supervision, approved by order of Rostechnadzor of January 29, 2007 No. 37, in organizations engaged in construction, operation, reconstruction, technical re-equipment, conservation and liquidation of a hazardous production facility; electric power facility; The object on which electrical, thermal installations and networks, hydraulic structures, manufacturing, installation, commissioning, maintenance and repair of technical devices (machines and equipment) used at facilities, transportation of hazardous substances are developed and approved in the manner prescribed in these organizations Production instructions.

Consequently, the requirements for the structure of the production instructions should be established by local acts of the organization.

As a general rule, unless otherwise established by the legislation of the Russian Federation, the production instructions are revised in the manner approved by the Organization.

Production instructions are developed on the basis of the qualification requirements specified in the qualifying directories, and / or professional standards for the relevant workers' professions, as well as taking into account the peculiarities of the technological processes of the specific production. Before adequate to self-work, after briefing on safety, workers are tested for instructions. (paragraph 26 of the RD dated January 29, 2007 No. 03-19-2007 "Regulation on the organization of work on the preparation and certification of organizations of organizations, supervisory federal services on environmental, technological and nuclear surveillance").

That's all. Before new notes!

In many modern firms engaged in the release of goods, in order to optimize the interaction of employees and management, production instructions are published. They are considered as local regulatory sources that have the same legal force, in particular, with employment contracts. What is the specificity of the relevant instructions? How is their development?

What is a production instruction?

Under the production instructions, it is customary to understand the local legal act, which regulates the labor function of the hired employee, determines the list of its responsibilities, rights, as well as the conditions for the occurrence of responsibility for certain actions. It can be noted that labor protection at the enterprise implies compilation by employees of the company responsible for managing personnel, along with the document under consideration, such sources as an instruction on fire safety, labor protection instructions.

All types of the marked sources are compiled in accordance with the legislation of the Russian Federation, as well as due to the internal corporate norms established at a particular enterprise. Labor protection at the enterprise is a process that requires the greatest attention to the development of the species under consideration.

The production instructions are recorded norms characterizing a particular position in the company. So, it reflects the rules establishing what work is obliged to fulfill the employee, the requirements for the qualification level of the employee.

Consider more details of the use of the documents under consideration.

Purpose of production instructions

Why do I need a company manufacturing instruction? The appointment of this document, if you follow the norms of official sources of law and corporate governance, is to ensure regulatory management of personnel management in the company. Production instruction regulates:

  • key personnel management issues;
  • interaction of employees of various profiles with colleagues and leadership;
  • the procedure for performing specific specialists of labor functions.

Creating a high quality study of production instructions allows the company:

  • build an effective system of separation of labor in the organization;
  • stimulate labor productivity;
  • ensure control over the activities of individual workers or their groups;
  • improve the level of responsibility of employees of the company's own actions in the process of solving problems related to business development.

The presence in the intracorporate system of document management of production instructions allows the firm to accelerate the process of adapting new employees to the specifics of local production tasks. This contributes to the stability of the process of producing goods, providing services, stimulates business growth and the development of new promising segments.

Relationship of production instructions with other internal corporate sources

The document under consideration is quite closely associated with other local regulatory acts that are published in the enterprise. First of all, it should be noted that the production instruction is a source that can be divided into a number of categories. Which ones?

There are sources such as the production instruction of fire safety. In it, special attention is paid to the rules of responding to employees on the emergence of a fire threat. It can complement the main production instructions or publish as a separate local source.

There are instructions for industrial sanitation. They record norms reflecting how employees to act in order to maintain the necessary level of sanitary conditions of work activities. This document, again, can complement the main or publish as an independent local source.

In some cases, the source in question may regulate the labor functions not by posts, but in the areas of the activities of specialists. For example, production instructions for the operation of electrical installations may be made. There are documents similar appointments associated with other areas of labor protection - who are not directly related to the labor functions of employees of enterprises. So there are production and technical instructions, which, in their structure, can be approached by the manuals for the operation of certain objects of fixed assets used in production.

The document in question is being developed for each position by specialists of the company's personnel service. To do this, a typical production instruction may be used for a position, as well as various sources of law. For example, a qualifying reference book approved by the Ministry of Labor of the Russian Federation in Resolution No. 37, published on 21.08.1998. Source sources of law, recommendations of experts and analysts are often used for this purpose.

Which source must be used to develop an optimal job description depends on the scale of the enterprise, types of products, the characteristics of the organization of the production process. The requirements for the relevant documents, which are nominated by a higher organization, the owners of the company, investors may also matter.

Production instructions as a source of regulation of the technological process and an employment contract

The production instruction is related to the employee's employment contract. In some cases, their position is duplicated or complemented. In many firms, personnel service specialists prefer to include as a larger amount of norms characterizing the production instructions, it is in the employment contract. This is due to their desire to minimize labor costs for document management: the fewer sources of local rules, the easier it is to organize their accounting.

But it is not always effective. The fact is that in some cases, the production instructions need to include a description of the technological process, while in the composition of the employment contract the appropriate wording is sometimes problematic. The technological process is one of the main criteria for allocating production instructions from other types of local sources of norms. In order for an employee of the company correctly ensure the compliance of his work to the marked criterion, the employer must provide him with the opportunity to familiarize himself with the official source of the requirements for his labor function.

In the event that the instructions in question appear separate sources - in contracts concluded by the company with employees under the TK RF, it is usually indicated by reference to them. It can be noted that both the production instruction and the employment contract have the same legal force in terms of the law. If an employee breaks the norms that he pledged to perform according to the instructions - including those that characterize the technological process, then the same legal consequences may appear that arise in non-compliance with the provisions of the contract.

Production and job descriptions

So, the production instruction can be used in the firm along with other sources for labor protection. Some of them are similar to it, complement it. In particular, the production instruction is very similar to the official.

In some cases, they are legally considered synonyms. To compile the job instructions, the same sources of law can be used, which is noted above. But, in fact, the production instruction characterizes, mainly work positions, and therefore is compiled most often by personnel services of industrial enterprises. In the relevant document, a significant place is a description of the technological process, which must follow the employee of the company as part of the implementation of its own labor function.

That is, the scope of application of the document under consideration is narrower. The production instruction regulates labor activity in industrial firms. In turn, for service enterprises more characteristic of the publication of documents of the second type. But from the point of view of the structure, those and others will be practically the same.

Structure of the production instruction

We will study, thus, in what structure a typical production instruction may be presented. The document under consideration most often consists of the following key sections:

  • "General provisions."
  • "Qualification requirements".
  • "Production functions".
  • "Duties".
  • "The rights".
  • "Responsibility".

In some cases, the production instruction is complemented by other sections - for example, regulating the procedure for awarding an employee for outstanding achievements in labor.

The specified structure of the document, in general, is applicable to the job instruction. The main distinctive criterion between the relevant types of documents, as we noted above, is the scope of application.

The procedure for developing production instructions is usually approved by the local regulatory acts of the employer company, since at the official level of such sources of law in the Russian Federation is not accepted. We study the procedure for developing a source, which is discussed, more.

Features of the development of production instructions

First of all, you can learn the question: in connection with which the company has the need to develop production instructions? As a rule, this need becomes relevant:

  • when the company forms an additional staff of employees (for example, in connection with the expansion of production, the opening of new branches);
  • with a significant change in the employment function, which is regulated by local standards taken earlier;
  • with the change in the content of employment contracts with employees by virtue of certain reasons (for example, under the modernization of production).

Production instructions - a document that can be recommended for developing in the firm on the recommendation of a higher structure, experts, audit companies. The source under consideration can be issued as an independent source or approved as an annex to the employee's contract. In Russian firms, the main types of documents used in the labor protection system (production, job descriptions in particular) are developed using both methods.

But, in general, both procedures are characterized by similar stages. We study them in more detail.

First of all, personnel service specialists work out the text content of the document. To do this, it can be used as we noted above, a typical production instruction, as well as official sources of law.

The section of the document reflecting its general provisions, as a rule, does not cause difficulties in the design. This part of the instruction is among those that are characterized by minimal differences when comparing documents developed for different positions or groups of labor functions.

Certain nuances characterize the design of the "Qualification Requirements" section. They are most often considered in the context:

  • duties;
  • the necessary knowledge of the employee;
  • the level of education of a specialist and other qualification criteria.

If a typical production instruction is used in the process of creating a document, then the wording, which is present in it can sufficiently superficially regulate the specifics of labor functions at a particular enterprise. In this regard, the company's personnel service may be needed to supplement the relevant norms of those that more effectively reflect the features of the production process in the firm. To solve this problem, it can be attracted by the help of experts and analysts.

The next key section of the document is "Production Functions". Its preparation must be paid to special attention: as a rule, it is precisely for it that it is characterized by norms reflecting the specifics of regulating a particular employment function.

For example, the production instructions for the operation of electrical installations can regulate the functions, very prominent with those that characterize the work, for example, locksmith. This may be due to the specifics of the equipment used by a specialist of the profile for which the document is drawn up. The production instruction of the locksmith will include norms, more detailed regulating other labor function.

The "Responsibilities" section of the instructions are also among those that include formulations reflecting the specifics of a particular position in the enterprise. For a specialist in the maintenance of sanitary equipment, the duties will be alone for the worker - others. For example, for plumbing, the function is characteristic of ensuring a good operation of heating systems, water supply, conducting timely repairs of the relevant infrastructure. In turn, the worker can be responsible for the correct installation of these systems, checking their initial performance.

Such sections like "rights" and "responsibility", in turn, may include sufficiently universal wording. The production instruction of a worker, locksmith, electrical installation specialist can have almost similar norms in terms of the marked sections of the document in question.

The next step in creating the production instruction is the design. We study its features more.

When solving the relevant task, you can focus on official sources of law - such as, for example, GOST R 6.30-2003. This GOST regulates the procedure for creating internal corporate administrative documentation in enterprises. Basic requirements that contain the appropriate
