Free medicines for the heart. New program of the Moscow Government

In recent years, we have created a full-fledged network of vascular centers for the surgical treatment of heart attacks and strokes.

Now we solve the next task - improvement systems for the prevention of cardiovascular diseases.

Every year, more and more effective drugs appear on the market that reduce the risk of developing a heart attack or stroke.

Unfortunately, these drugs cost a lot of money. You need to take them for a long time or even for life. Most of those in need simply cannot afford them. Therefore, today the Moscow Government approved a program of free drug provision for citizens suffering from cardiovascular diseases.


We will purchase in total 8 new drugs for three groups of patients:

1) Patients after acute myocardial infarction.

The main risk in this group is a second heart attack. To prevent it, or at least to postpone it, for six months, patients receive free antiplatelet drugs.

But, according to doctors, six months is too short a period.

Under the new program, the provision of free drugs will be extended for at least one year.

We will buy ticagrelor and prasugrel.

2) Patients suffering from atrial fibrillation.

As you know, this is the shortest path to stroke.

Patients with atrial fibrillation will receive modern anticoagulants(blood thinners) that reduce the risk of stroke by 5 times. As a rule, you will need to take them for life.

We will buy dabigatran etexilate, rivaroxaban and apixaban.

3) Patients with high blood cholesterol.

High cholesterol leads to both heart attack and stroke.

In this case, statins are the standard therapy. But, unfortunately, even drugs as effective as statins do not always achieve the desired goal.

Therefore, patients with an extremely high risk of developing heart attacks, strokes and insufficient effectiveness of statins will be prescribed new hypolipidemic drugs that lower cholesterol levels.

We will buy alirokumab, evolocumab and ezetimibe.

According to our estimates, free medicines will be received by about 80 thousand Muscovites who need them.

Medicines will be prescribed regardless of the presence or absence of disability or other privileged status - solely for medical reasons.

It will be possible to apply for anticoagulants in the coming days, and the rest of the drugs - from January 2020.

Preferential drug provision

Currently, in the city of Moscow, there is a procedure for preferential drug provision for certain groups of the population entitled to benefits, approved by the Order of the Moscow Government dated 10.08.2005 No. 1506-RP "On the implementation of measures of social support for certain categories of citizens of the city of Moscow for the provision of drugs and medical products. appointments dispensed by prescriptions of doctors free of charge or with a 50% discount. In accordance with clause 2 of Article 6.3 of the Federal Law of 17.07.1999 No. 178-FZ "On State Social Assistance" (as amended on 22.08.2004, 29.12.2004), the period for providing citizens with a set of social services is a calendar year.

Who is eligible for concessional drugs?

The legislation defines several categories of citizens who can count on free medicines:

· WWII veterans and invalids, as well as participants in other hostilities;

· Liquidators of accidents at the Chernobyl nuclear power plant;

· Citizens affected by political repression in the 20th century;

· People recognized as victims of political claims - spouses and relatives of those convicted for political reasons;

· Children under three years old. For children from large families, the age threshold is set up to six years;

· Disabled children under the age of sixteen;

· Mothers with many children with at least ten dependent children;

· Heroes of the Russian Federation and the USSR;

· People with disabilities of 1-3 groups.

What medicines are free for disabled people?

The complete list of free medicines for disabled people includes about 400 items.

Providing a disabled person of 1-3 groups of a specific medicine on a preferential basis depends on the illness of the disabled person.

More detailed advice on preferential dispensing of medicinal products to a person can be provided by his attending physician.

In addition to the Federal List, there is a regional list of free medicines.

Local authorities have the right to independently include certain medicines in the regional preferential list.

What needs to be done to receive free medicines for a disabled person of 1-3 groups?

The list of papers for which a doctor has the authority to write free prescriptions is as follows:

· Identity document (passport);

· A paper confirming your belonging to the privileged social category;

· A paper from pension or other social support bodies, confirming the receipt by a disabled citizen on a preferential basis of material benefits or other services.

After receiving the prescription, the beneficiary must go to the pharmacy, where he will receive the necessary drug for free.

A person can also receive compensation in the pharmacy for the full cost of a pre-purchased medicine. To do this, he will definitely need a cash document confirming the purchase.

Also, in order to receive the medicine, together with the prescription to the pharmacy, you must provide a passport and an extract from a health worker, confirming the state of health of a disabled person.

If a disabled citizen is faced with the lack of the necessary medication, then he has every right to demand its provision within 24 hours. If the pharmacy does not have the ability to provide the necessary drug within such a period, then the beneficiary has the right to provide it within ten working days.

It should be remembered that not all pharmacies are entitled to dispensing medications free of charge. If a disabled person does not pay for the drug, then the State will do it for him.

Therefore, a disabled person will be dispensed with the drug only in the pharmacy that has entered into an agreement with representatives of the State on compensation for subsidized drugs. If such an agreement has not been concluded, then the pharmacy has the right to refuse to dispense the drug to a person, because no one has a desire to pay for it from their own funds.

It is also important to adhere to the expiration dates of the prescription. As a rule, the prescription is valid within a month from the date of issue.

But there are drugs for which the dispensing period can be reduced. Thus, medicines containing narcotic substances can be claimed no later than five days after the receipt of the prescription.

Toxic or psychotropic medications can be requested within two weeks of receiving the prescription. If a free prescription is lost, a disabled person must see a doctor for re-issuing it.

If there is an unreasonable refusal to dispense a drug, then the disabled person must file a complaint with the Department of Health Protection or contact the local judicial authorities.

The purchase of medicines can seriously hit the pockets of even fairly wealthy citizens, not to mention the unprotected segments of the population. Therefore, at the state level, programs are being adopted to support low-income citizens and people in need of expensive treatment by providing free medicines. About who is entitled to and in what order the free medicines are provided, as well as about the latest changes in the list, read on.

Legislative regulation

The provision of citizens with free medicines is carried out on the basis of. In particular, the set of social services for beneficiaries is given, which, in addition to the issuance of medicines, includes sanitary treatment and travel by intercity and city public transport.

In more detail, the categories of beneficiaries and the forms of providing them with drugs are presented in the Decree of the Government of the Russian Federation No. 890 of July 30, 1994. The lists of free drugs are annually revised and approved by the Ministry of Health of the Russian Federation with the obligatory publication of the results on the official website of the department.

The authorities of the constituent entities of the Russian Federation have the right to make additions to the procedure established at the federal level. Their powers include:

  • introduction of additional categories of beneficiaries;
  • expanding the list of preferential drugs;
  • financial support for pharmacy chains that dispense free medicines;

Who is eligible for free medicine?

The list of persons entitled to receive free medicines is presented in. It includes the following categories of citizens.

  1. Participants of the Second World War, including the disabled. This category includes military personnel, civilian personnel, employees of military enterprises, partisans and other participants in the war. In addition to medicines, they are entitled to free dressing materials, various medical products (urine and colostomy bags, applicators, medical belts, etc.), and dentures. Persons who were injured in the orbit of the eyes during the war are additionally given free glasses for correcting vision.
  2. War veterans (Afghanistan, Chechnya, etc.). Medicines and dentures are provided free of charge.
  3. Family members of the deceased participants in hostilities. The privilege is given to the parents and spouses of the deceased servicemen.
  4. Residents of besieged Leningrad. They can count on both medicines and free dentures.
  5. Heroes of Russia and the USSR, holders of the Order of Glory.
  6. Concentration camp prisoners.
  7. Disabled groups 1 and 2, as well as minor children with disabilities. In addition to medicines, they are entitled to help in the form of free medical products and dressings. Disabled persons of the 2nd group are given medicines only in the absence of employment.
  8. Radiation-exposed persons. Citizens, both living in areas contaminated with radiation, and eliminating the consequences of radiation disasters, are entitled to free medicines and dentures.
  9. Children under 3 years of age. For children from large families, this period is extended to 6 years.
  10. Representatives of the small ethnic groups of the Far North.

Individuals who are not included in any of the categories listed can also receive subsidized drugs if they have a serious illness that requires expensive treatment. Such diseases include:

  • HIV infection;
  • oncology;
  • tuberculosis;
  • bronchial asthma;
  • diabetes;
  • multiple sclerosis;
  • recovery period after internal organ transplant;
  • myocardial infarction (only during the first 6 months);
  • mental illness, etc.

Certain groups of citizens can also count on a 50% discount on the purchase of medicines. Their list is presented in and includes:

  1. pensioners with a minimum pension;
  2. employed persons with disabilities of the 2nd group;
  3. unemployed disabled persons of the 3rd group;
  4. victims of political repression;
  5. home front workers with experience of 6 months or more during the Second World War (except for work in the occupied territories).

Benefits for obtaining medicines or purchasing them at a discount may additionally be provided by the authorities of the constituent entities of the Russian Federation to large families, labor veterans, pregnant women, low-income and unemployed citizens.

What drugs can you get?

The initial list of free drugs was approved. Since then, it has been annually revised and supplemented. The latest version, adopted for 2020, can be found on the website of the Ministry of Health of the Russian Federation in the section dedicated to the department of drug supply.

In total, in 2017, this list includes 646 items. This is 42 positions more than last year. In 2020, the trend towards expanding the list of free drugs will continue, and it will be replenished with another 25 items. Among them:

  • ophthalmic drugs "Aflibercept" and "Tafluprost";
  • other medicines.

Before proceeding with the registration of a benefit, be sure to consult with your attending physician about the availability of medicines or their analogues that you need on the preferential list.

How do I get Free Drugs Benefit?

Registration of benefits for free medicines is carried out in the territorial offices of the Pension Fund of the Russian Federation. There you need to write an application and submit the following package of documents:

  • passport or birth certificate;
  • SNILS;
  • documents confirming the right to receive benefits.

A certificate of disability, a war veteran's certificate, medical documents proving the presence of a serious illness (for cancer patients, diabetics, etc.), as well as other documents by which you can be attributed to one of the privileged categories can act as supporting documents.

After checking the accuracy of the submitted data, the FIU will issue you a certificate confirming the right to receive free drugs. There is also an alternative that allows you to monetize this benefit. In order to receive monetary compensation instead of free medicines, you must write a corresponding application to the Pension Fund and submit the above certificate, if it was issued earlier.

The procedure for obtaining subsidized medicines in a pharmacy

Before heading to the pharmacy for free medicines, you need to issue a prescription at the clinic for them. To do this, the attending physician must provide a certificate received from the RPF confirming the right to the benefit.

Prescriptions are written out on special forms (usually forms 107 / y-NP or 148 -1 / y-88) and, in addition to the attending physician (paramedic), are certified by the head of the department. They must indicate the validity period during which you need to have time to get the medicine.

If the clinic did not have the necessary form, and the purchase of medicines does not require delay, buy them at your own expense and keep the receipts. Later, when the doctor has the opportunity to write you a prescription, these checks will be able to reimburse you for the money spent.


For medicines, you need to go only to those pharmacies that are participants in the state program. Information about such organizations can be obtained from the polyclinic. In addition to the prescription, the pharmacist must present a passport and a medical record confirming your diagnosis. If for health reasons the patient is unable to visit the pharmacy on his own, any other person who has provided all the necessary documents can get preferential medicines for him.

If the pharmacy does not have the drugs or their analogues you need, you must order and provide them within 10 days. The doctor, in turn, must extend the validity of the prescription. And if the prescription has been lost, you must re-write it. In this case, a note is made in the patient's outpatient card, and a notification about the loss of the document is sent to the pharmacy. These measures are necessary so that those who found the recipe could not use it.

There are no restrictions on the number or cost of free medicines. Their number and doses are established by the doctor based on the patient's diagnosis.

Specifics of providing a regional drug benefit

Most regions of Russia have their own programs to provide the population with free medicines. The authorities of the constituent entities of the Russian Federation have the right to expand the federal categories of beneficiaries, adding there poor citizens and other unprotected segments of the population. In addition, the regions can completely change the approach to the assignment of benefits. For example, in St. Petersburg, not the categories of beneficiaries are approved, but specific diseases, in the presence of which any citizen can receive free medicines, regardless of his merits or level of income.


The subjects of the Russian Federation have the right to establish their own lists of free drugs. They are developed by the territorial divisions of the Ministry of Health, taking into account the diseases common in the region and the possibilities of the local budget. The most extensive regional programs for preferential provision of medicines are presented in Moscow and St. Petersburg, the Republic of Tatarstan, Khanty-Mansi Autonomous Okrug.

One and the same person cannot simultaneously be a beneficiary of both federal and regional programs. Therefore, before you qualify for a benefit, you should find out at what level the drugs you need are provided.

Medical workers are obliged to inform the patient about the possibility of receiving medications free of charge. But this does not always happen, so for information you can contact the insurance company where you received the compulsory medical insurance policy, as well as the local branches of the Pension Fund of the Russian Federation and the social protection fund.

The right to a regional benefit is drawn up in the same manner as for a federal one. To do this, with a similar package of documents, they apply to the department of the Pension Fund. Free drugs are also dispensed only on the basis of a doctor's prescription in pharmacies participating in the regional program.

Drug prices are growing faster than the incomes of most of the population. At the same time, many citizens do not suspect that they have the opportunity to receive free medicines from the state. 1. General Provisions

1.2. The LO register is a state information resource for the city of Moscow.

1.3. The LO Register includes:

1.4. 1.5. This Procedure does not apply to:

1.5.1. 1.5.2. 2. Information support for the maintenance of the PA register

2.1. The LO register is maintained using the functionality of the Unified Medical Information and Analytical System of the City of Moscow (hereinafter - UMIAS).

2.2. The entry of information about citizens into the Register of Leningrad Oblast is carried out by medical organizations of the state health system of the city of Moscow, to which citizens are assigned to receive primary health care as part of the implementation of the choice by the insured person of a medical institution that implements the territorial compulsory health insurance (CHI) program, in accordance with the legislation Of the Russian Federation and the city of Moscow and stationary state institutions of social services of the Department of social protection of the population of the city of Moscow. The list of medical organizations authorized to maintain the PH Register is approved by the Moscow City Health Department.

2.3. The entry of information about citizens in terms of certain categories of diseases, for outpatient treatment of which drugs and medical devices are dispensed by prescription free of charge, is carried out by medical organizations providing primary specialized medical and sanitary care for the corresponding profile of diseases. The list of medical organizations authorized to maintain the PH Register in terms of certain categories of diseases is approved by the Moscow City Health Department.

2.4. If a citizen is constantly monitored in a medical organization that is not included in the list of authorized medical organizations for maintaining the PA Register, information about him is entered into the PA Register by an authorized medical organization at the place of residence or, at the request of the citizen, by an authorized medical organization of his choice after being attached to this organization in the prescribed manner.

2.5. Control over the maintenance of the PH Register and organizational and methodological support of the processes of maintaining the register is carried out by the Information and Analytical Service of the State Budgetary Institution of Health "Center for Drug Supply and Quality Control of the Moscow Department of Health" (hereinafter - IAS GBUZ "CLO and KK DZM").

2.6. Technical and consulting support of the LR Register maintenance processes is carried out by the UMIAS Support Service.

2.7. Persons authorized to maintain the PH Register in a medical organization are appointed by orders of the head of the medical organization. Authorized persons are fully responsible for the accuracy of the information they have entered into the LO Register. Copies of orders on the appointment of authorized persons, as well as on changes in the list of authorized persons, are sent to the IAS GBUZ "TsLO and KK DZM" by fax: 8-495-974-92-79 or scanned by e-mail: [email protected]

2.8. The procedure for admitting citizens to enter information into the PA Register (in the registry or by a dedicated specialist) is established by the head of the relevant medical organization and communicated to the medical workers who receive patients and citizens (by posting the relevant information on information stands in the medical organization).

3. Provisions for the transitional period

3.1. The transition to maintaining the PH Register using UMIAS is carried out in stages in groups of medical organizations in accordance with the schedule for the introduction of LO UMIAS services.

3.2. Before the start of the transition to maintaining the PH Register using UMIAS, medical organizations submit to the IAS GBUZ "CLO and KK DZM" by fax or e-mail a list of persons authorized to maintain the PH Register with contact information: surname, name, patronymic, position, work and mobile phones , E-mail address.

3.3. Primary filling of the Register of LO UMIAS is carried out on the basis of information maintained by LLC "Gmktsrit" on the basis of the order of the Moscow Health Committee of 12.02.2001 N 65 "On the preparation of the Unified City Register of the Population Eligible for Preferential and Free Dispensing of Medicines and Medical Products ". The download of information from LLC "Gmktsrit" is carried out by the IAS GBUZ "TsLO and KK DZM" in accordance with the approved schedule for the implementation of UMIAS services. Based on the results of uploading information and their verification with the Unified Register of Insured Persons of the Moscow City Compulsory Medical Insurance Fund (hereinafter - ERZ), IAS GBUZ "CLO and KK DZM" generates upload reports for each medical organization with a list of identified inconsistencies and unidentified citizens.

3.4. Within a period of no more than 10 working days from the date of receipt of the loading report, the medical organization organizes the reconciliation of the data on the reports using the available paper documentation and the addition of data on the citizens indicated in the report to the PA Register.

3.5. Based on the results of the reconciliation, an Act is drawn up on the readiness of the medical organization to maintain the PH Register using UMIAS.

3.6. From the moment of downloading data from LLC "Gmktsrit" to the moment of drawing up the Act, the medical organization ensures the parallel entry of new information about citizens both in UMIAS and using the software of LLC "Gmktsrit". Entering information into LLC "Gmktsrit" is terminated from the moment of drawing up the Act.

3.7. During the transition period, it is allowed to enter data on federal categories of citizens into the Register of Leningrad Oblast without submitting certificates from the Pension Fund of Russia, based on information from OOO Gmktsrit (by registering in the Register of Leningrad Oblast the electronic document "Information on Reconciliation with OOO Gmktsrit").

4. General rules for maintaining the Register

4.1. The introduction (change) of data on the benefits of a citizen in the LH Register is carried out when he personally contacts a medical organization authorized to maintain the LH Register to which this citizen is attached.

4.2. The LO Register includes citizens of the Russian Federation permanently residing in the city of Moscow and included in the ERZ. In the absence of a citizen in the ERZ, before making an entry in the Register of LO, the citizen is registered in the ERZ.

4.3. The LO Register does not process personal data of citizens. Records of the grounds for receipt are stored in the PA Register in an impersonal form. The identification of citizens in the LP Register is carried out according to the EPZ data on the basis of their consent to the processing of personal data obtained during registration with the EPZ.

4.4. Before entering information into the PA Register, a citizen must be attached to a medical organization in accordance with the order of the Ministry of Health and Social Development of Russia dated 04.26.2012 N 406n "On approval of the Procedure for choosing a medical organization by a citizen when providing him with medical care within the framework of the program of state guarantees of free provision of medical care to citizens." A citizen is attached to an outpatient center - an association of several medical organizations that are part of one legal entity.

4.5. The attachment of citizens in terms of certain categories of diseases is carried out for observation by narrow specialists in medical organizations that are not part of the outpatient center, by making an appropriate entry (electronic certificate of attachment) in the LH Register on the basis of the diagnosis established by the authorized medical organization.

4.6. A citizen may have the right to receive drug coverage for one or several federal and regional categories that do not contradict each other. All categories to which a citizen can be assigned are entered into the LO Register, the control of the consistency of categories is provided automatically by the UMIAS software.

4.7. The entry of data into the PA Register is carried out on the basis of supporting documents submitted by citizens, or on the basis of electronic documents received from other state information resources. The details of the supporting documents submitted by citizens are entered into the Register of Leningrad Oblast by authorized persons of medical organizations. The determination of the composition and validity period of the categories to which a citizen can be assigned on the basis of the submitted documents is performed automatically by the UMIAS software.

4.8. All documents are entered into the LO Register once. If a citizen has grounds for assigning a new category, only supporting documents that are not in the LO Register are subject to registration in the UMIAS.

4.9. Invalid documents are not deleted from the LO Register.

4.10. A complete list of categories of citizens entitled to receive drugs and medical devices for free or with a 50 percent discount in the city of Moscow, indicating the grounds for entering data about them in the LO Register (types of supporting documents) is given in this Procedure.

5. Features of recording data on federal categories of citizens

5.1. Data on federal categories of citizens are entered into the LO Register based on information from the regional segment of the Federal Register of Persons Eligible for State Social Assistance (hereinafter referred to as the Federal Register). Medical workers (doctors and nurses during the reception of a patient) and authorized persons of a medical organization (in the course of entering information into the Register of Leningrad Oblast), upon oral requests from citizens, can request UMIAS to update data from the Federal Register. Information about a citizen's belonging to federal categories is entered into the LO Register according to the results of the request automatically.

5.2. A request for information about a citizen from the Federal Register is allowed no more than once a day, the number of requests is automatically limited by UMIAS.

5.3. If there is no information in the regional segment of the Federal Register about a citizen's right to receive drugs and medical devices free of charge or with a 50 percent discount, the information can be entered into the Leningrad Oblast Register by an authorized person of a medical organization on the basis of a certificate submitted by the citizen from the territorial branch of the Pension Fund of Russia about obtaining monthly cash payment in the form approved by the Resolution of the PFR Board of November 2, 2006 N 261p "On the organization of the work of the Pension Fund of the Russian Federation and its territorial bodies to provide citizens with documents confirming their right to receive a set of social services (social services)" (hereinafter - reference on receiving the EDV). The validity period of the category is set in accordance with the validity period of the certificate.

5.4. The grounds for the termination of the federal category for a citizen are:

5.4.1. Receipt from the Federal Register of information on the termination of the category.

5.4.2. Submission by the citizen of a certificate of waiver of the EDV.

5.4.3. The expiry of the validity period of the certificate of receipt of the EDV in the absence of information about the presence of a category from the Federal Register.

5.4.4. Submission by a citizen of a certificate of obtaining a monthly income in a category that contradicts the previously registered one.

6. Features of recording data on regional categories of citizens suffering from diseases, during outpatient treatment of which drugs and medical devices are dispensed by prescription free of charge or with a 50 percent discount

6.1. The entry into the LR Register of information about citizens suffering from diseases, during outpatient treatment of which drugs and medical devices are dispensed by prescription free of charge or with a 50% discount, is made on the basis of the decision of the medical commission of the medical organization to which the citizen is assigned to provide primary medical care. sanitary care, drawn up by the protocol (extract from the protocol).

6.2. For certain categories of diseases indicated in the "Notes" column to this Procedure, it is allowed to enter information by authorized specialized medical organizations, the list of which is approved by the Moscow City Health Department.

6.3. The protocol of the decision of the medical commission must indicate:

6.3.1. Diagnosis code that gives a citizen the right to provide drugs and medical devices free of charge or with a 50 percent discount, according to the International Classifier of Diseases of the 10th revision (ICD-10) in accordance with this Procedure.

6.3.2. Surname, name, patronymic, position, signature and personal seal of the doctor - the chairman of the medical commission that established the diagnosis.

6.3.3. Date of re-examination (period of validity of the category), the indication "indefinitely" is allowed.

6.4. If the diagnosis is established by a medical organization that is not one of those authorized to maintain the LO Register, the medical documentation confirming the established diagnosis is submitted by the citizen or his representative to the medical commission of the authorized medical organization. To confirm the diagnosis, the medical commission, if necessary, can request additional medical documents and send the citizen for additional examination within the framework of the territorial compulsory health insurance program.

6.5. The grounds for the termination of accounting for the disease are:

6.5.1. Expiration of the category, if the medical commission established the term for re-examination to confirm the diagnosis, and the citizen did not appear for re-examination.

6.5.2. The conclusion of the medical commission on the cure or change in the diagnosis.

7. Termination of accounting

7.1. The grounds for the termination of the information of the Leningrad Oblast Register about a citizen's belonging to the number of persons entitled to receive drugs and medical devices free of charge or with a 50 percent discount are:

7.1.1. The expiration of the established period of validity of the right to receive drugs and medical devices free of charge or with a 50 percent discount (including the onset of the age limit up to which the benefit is valid).

7.1.2. Termination of the circumstances on the basis of which the citizen was assigned to the appropriate category (recovery, completion of training, and so on).

7.1.3. Termination of permanent residence in the city of Moscow (departure from the number of residents of the city of Moscow).

7.1.4. A written refusal of a citizen to exercise the right to receive drugs and medical devices free of charge or with a 50 percent discount.

7.2. The termination of the validity of information about a citizen in the PA Register is carried out:

7.2.1. Automatically based on the data entered in the LO Register received by UMIAS from the ERZ or from the Federal Register.

7.2.2. On the basis of documented information entered into the PA Register by an authorized person of a medical organization or an authorized specialist of the IAS GBUZ "TsLO and KK DZM" within the framework of control over the maintenance of the PA Register.

7.3. The grounds for terminating the registration of a citizen in the LO Register are:

7.3.1. Death of the registered person.

7.3.2. Identification of erroneous records (records for non-existent persons or persons not identified in the EPZ).

7.3.3. Identification of duplicate records about the same person (in relation to a duplicate record with the simultaneous exclusion of a duplicate from the EPZ).

7.3.4. Application of a citizen who is the subject of an entry in the PA Register.

7.4. To ensure retrospective accounting, records for which accounting has been stopped are not deleted, but transferred to the archive. The transfer of records to the archive is carried out by authorized persons of medical organizations using the UMIAS services.

7.5. It is not allowed to transfer records to the archive in connection with the expiration of the benefit period, the withdrawal of a citizen from the city of Moscow, detachment from a medical organization or other grounds suggesting the possibility of renewing the right to receive drugs and medical devices in the future. If a citizen loses the right to receive drugs and medical devices free of charge or with a 50 percent discount, the authorized person registers the termination of the category in the Register of the Leningrad Region.

7.6. The removal of the "archival" status from an entry in the Register of the Leningrad Region in case of its erroneous assignment is carried out by specialists of the IAS GBUZ "TsLO and KK DZM" on the basis of written requests from authorized persons of medical organizations.

7.7. Destruction of archival records of the LR Register is carried out in accordance with the general rules for archival storage of medical records.

Pharmaceutical provision as one of the most important components of the treatment process, and first of all, free drug provision for certain categories of citizens who have the right to state social assistance, is subject to state regulation and control, since it has the most important economic and social significance. In modern conditions, the state must act before the consumer as a guarantor of the safety, quality and efficiency of pharmaceutical goods and services.

Federal Law No. 178-FZ of July 17, 1999 "On State Social Assistance" (as amended) establishes the right to receive state social assistance in the form of a set of social services, which includes the provision, in accordance with the standards of medical care, with the necessary drugs for medical use on prescriptions for medicines, medical devices on prescriptions for medical devices, as well as specialized medical food products for disabled children, for certain categories of citizens specified in Articles 6.1. and 6.7. of the named Federal Law. The provision of medicines for medical use, medical devices, as well as specialized medical food products for disabled children of certain categories of citizens who have the right to state social assistance, is carried out in pharmacies located in medical organizations, which makes it possible to make drug assistance targeted and accessible. 10. It is forbidden to be limited to general indications, for example, "Internal", "Known".

Only abbreviations of designations accepted by the rules are allowed; solid and free-flowing pharmaceutical substances are prescribed in grams (0.001; 0.5; 1.0), liquid - in milliliters, grams and drops.

11. The prescription is signed by a medical professional and certified by his personal seal. In addition, the prescription is certified by the seal of the medical organization "For Prescriptions".

12. Only one name of the medicinal product may be written out on one prescription form.

13. Corrections in a prescription written on a prescription form are not permitted.

14. The validity period of a prescription written on a prescription form (15 days, 30 days, 90 days) is indicated by strikethrough or underlining.

It is forbidden to write prescriptions for drugs:

In the absence of medical indications;

For medicinal products not registered on the territory of the Russian Federation;

For medicinal products that, in accordance with the instructions for medical use, are used only in medical organizations.

In accordance with paragraph 2 of Article 6.3 of the Federal Law of 17.07.1999 No. 178-FZ "On State Social Assistance" (as amended), the period for providing citizens with a set of social services is a calendar year.
