With the onset of the warm season, more and more children spend time outside the school walls, and representatives of the parent committees are seriously concerned about the increasing reports of toughening the rules for transporting organized groups of children.

Here and on our site we are already actively discussing the fact that children are deprived of interesting excursions and trips, and participation in events held in other cities is now in doubt.
   Yesterday, a friend said that because of these rules, their dance group will now go to a competition in another city not as a group, as it was before, but separately. Previously, the coach massively bought tickets and drove everyone. Now she does not have a doctor, and she has no right to take the group. Each parent must deliver the child to another city. ”

Today, the main sadness and problem of parents, as they believe, is that due to the new requirements, children are deprived of trips out of town, excursions and participation in contests and competitions.

But is the New Rules for the transport of children so heavy? And what kind of traffic they relate to?

The main points of the Rules of transportation

Since January 1, 2014, the Decree of the Government of the Russian Federation of December 17, 2013 No. 1176 “On Amendments to the Traffic Regulations of the Russian Federation” and No. 1177 “On Approving the Rules for Organized Transportation of a Group of Children by Bus” came into force.


The amendments to the Road Traffic Regulations concretize the concept of “organized transportation of a group of children” - now organized transportation of eight or more children on buses falls under this definition, non-route vehicles   (edited in). The bus used for organized transportation of a group of children must be marked with the identification marks “Transportation of children”, and the transportation itself must be carried out in accordance with the Rules for organized transportation of a group of children by buses, which are approved by a separate decree of the Government of the Russian Federation.

We will not fully publish the text of the Rules here, you can read it on the Official Internet portal of legal information, but consider only those items that concern specifically the transportation of children, and not the deadlines and methods of paperwork.

So, the clauses of the Rules that parents of Nizhny Novgorod need to know if they want their children to participate in trips in groups on specially (!) Hired buses:

Item 3. For the implementation of organized transportation of a group of children, a bus has been used, since the release year of which no more than 10 years have passed, which complies with the purpose and design of the technical requirements for passenger transportation, has been allowed to participate in road traffic in the prescribed manner and is equipped with a tachograph, as well as satellite navigation equipment GLONASS or GLONASS / GPS.

This item excludes the possibility of using as a carrier old minibuses. So, here the parents were right.

Item 4. For the implementation of the organized transportation of a group of children, the following documents are required:

A) a charter contract concluded in writing;

B) a document containing information about a medical worker (last name, first name, patronymic, position), a copy of a license for medical activity or a copy of a contract with a medical organization or individual entrepreneur with a corresponding license - in the case provided for in paragraph 12 of this Regulation;

D) a list of the set of food products (dry rations, bottled water), in the case provided for in paragraph 17 of this Regulation;

D) a list of assigned attendants (with the name of each attendant, his phone number), a list of children (with the name, first name, patronymic and age of each child);

E) a document containing information about the driver (s) (with the surname, name, patronymic of the driver, his phone number);

H) the schedule of movement, which includes the estimated time of transportation, indicating the places and time of stops for rest and meals (hereinafter - the schedule), and a route map.

Paragraph 9. The inclusion of children under the age of 7 years in the group of children for organized transportation by buses while they are in transit in accordance with the timetable for more than 4 hours is not allowed.

Item 11. At night (from 11 pm to 6 am) the organized transportation of a group of children to the railway stations, airports and from them, as well as the completion of the organized transportation of a group of children (delivery to the final destination, determined by the schedule, or to the overnight place ) when an unplanned deviation from the schedule (with a delay in the way). Moreover, after 23 hours the distance of transportation should not exceed 50 kilometers.

Paragraph 12. In the case of organized transportation of a group of children in inter-city traffic by an organized transport column during more than 3 hours   according to the schedule, the head or official responsible for ensuring road safety, organizing, and in organized transportation of a group of children under a chartering agreement - a charterer or freighter (by mutual agreement) provides support for such a group of children medical professional.

That is, a medical worker is needed in a group of children, if they travel outside the Nizhny Novgorod region, and in our region almost all distances can be covered by stopping at 3 o'clock.

Paragraph 14. The head or official responsible for ensuring road safety, organizing, and in organized transportation of a group of children under a chartering agreement, the charterer ensures assignment to each bus that transports children accompanying them who accompany the children to the destination.

The number of attendants for 1 bus is assigned based on their location at each door of the bus, while one of the attendants is responsible for the organized transportation of a group of children on the respective bus and coordinates the actions of the driver (s) and other attendants on the specified bus.

There is nothing new here, because Children have never gone before without accompanying persons.

Paragraph 17. In the case of children on the route according to the schedule of movement for more than 3 hours, the leader or official ... ensures the availability of food sets (dry rations, bottled water).

Traveling by bus without Rules

To begin, summarize what is written above.

So, as before, to take children somewhere exclusively on a specially hired (chartered) bus, you need to sign an agreement with the carrier. There is nothing unusual in this requirement. If children go, say, on an excursion to Semenov, to see how the matryoshkas are painted under the Khokhloma, they don’t need a doctor to accompany you, and they don’t need food, therefore, you don’t need to arrange the appropriate papers. If children are taken, say, to Suzdal, which will take much more than 3 hours, and it will still have to come back, then it seems logical that a doctor goes with the children - the children are restless and, you never know, the parents themselves will be calmer if there is a health worker on the bus with them.

As for trips anywhere on regular busesthen these Rules have nothing to do with route vehicles. That is, if parents want to take even 8 or more children, or to some district of Nizhny Novgorod, or to Semenov, or even to Suzdal, on a bus, these Rules are not a decree for them.

Returning to the first chapter of our material, we note that the participant of our forum, who wrote how children “occupy” the bus at the final stop, is absolutely right - this is quite a real trip for children in Nizhny Novgorod without regard to the Rules. But the coach of the dance group, which used to buy tickets for the bus and carried the children together for the competition, can continue to do it further, even without having a medic at hand, since it is clear that she did not charter a special vehicle, therefore, and she doesn't need a medic in that case.

Rules for the transport of children to the place of the school excursion are governed by the following regulatory documents:

  • Federal Law "On Road Safety" No. 196-FZ of December 10, 1995;
  • Federal Law “On Compulsory Insurance of Civil Liability of Vehicle Owners” No. 40 of April 25, 2002;
  • Federal Law “On Licensing Certain Types of Activities” No. 99-FZ of May 4, 2011;
  • Federal Law “The Charter of Automobile Transport and Urban Ground Electric Transport” No. 259-ФЗ dated November 8, 2007;
  • Decree No. 1176 of the Government of the Russian Federation of December 17, 2013 “On Amendments to the Traffic Regulations of the Russian Federation”.

The organization of the school excursion, which requires the rental of road transport, begins with the publication of the Order of the school principal on the organization of the excursion.

According to Decree No. 1176 of the Government of the Russian Federation of December 17, 2013, transportation of an organized group of children can only be carried out on a special bus.

Today, many companies offer buses for school trips.

It is important that such a company had a LICENSE TO CARRY OUT PASSENGER TRANSPORT.

There is no separate license for transporting children. .

According to the law, children belong to the category of passengers, and they are subject to all the rights and obligations of a passenger approved by law.

Transportation of children on the tour by road is carried out in the daytime. For the transportation of children's groups at night, a special permit is required.

Which group is considered to be organized?

According to the law, a group of more than 8 minor children without legal representatives is considered to be organized. With such a group in the bus must always be accompanying. In the case when more than 20 children are transported in one bus, 2 attendants are allocated.

If children go on a tour with their parents, then such a group is considered “unorganized” and the requirements for its transportation are not so strict.

Organized transportation of minors is permissible only in a situation when the bus is fully equipped with all necessary equipment. When minor children under 12 are transported, the bus must be equipped with straps, restraints, and other special means to fix the position of the child.

Certain features are distinguished by the organized transportation of babies up to 7 years. You should always take into account the time that will have to spend on a trip. In such situations, the duration of transportation should not exceed 4 hours.

When organized and unorganized transportation should pay attention to the correct selection of the vehicle.

Transport requirements

Buses for school excursions must be equipped :

  • gLONASS system and tachographs ;
  • identification plate “Transportation of children”;
  • seat belts on each passenger seat;
  • two fire extinguishers;
  • three first-aid kits with a valid expiration date;
  • wheel chocks.

The vehicle is pre-scheduled routine technical inspection a maximum of 1 time in six months in accordance with the current Federal Law №170.

Important! The number of children transported must fully comply with the technical characteristics of the bus.

Each child is provided with one seat, under no circumstances should children stand during transport.

It is prohibited to transport organized groups of minors from 23:00 to 05:00 with the exception of certain situations when passengers are required to be transported to the airport or to the station.

The speed of the bus when transporting children on a tour and back is limited and should not be higher than 70 km / h.

Driver Requirements

Requirements for drivers and the obligatory availability of documents :

  • driving license category "D";
  • experience of work related to driving a vehicle for at least 1 year from the last 3 calendar years, the absence of any traffic violations during the last year;
  • labor contract of the company with the driver of the vehicle;
  • waybill for non-public bus;
  • vehicle registration certificate;
  • a valid license for the carriage of passengers in the territory of the Russian Federation;
  • insurance OSAGO and insurance of civil liability of the carrier to passengers in the event of an accident;
  • coupon inspection.

Before leaving for the route, the driver must undergo pre-trip briefing on the safety of transporting children and pre-trip medical check-ups.

The sequence of actions in the organization of transportation

First of all, the person responsible for organizing the carriage of children of buses is obliged to provide a notice to the territorial department of traffic police at the location of the educational or cultural institution. Detailed instructions and notification form

The director or other authorized manager must be instructed with persons accompanying minors. One accompanying person must be allocated to each vehicle. In the case when more than 20 children are transported in one bus, 2 attendants are allocated. If there are several vehicles, you need to appoint someone as a senior attendant who is in the head bus.

Before leaving, children should be introduced to rules of travel on the bus . During the trip is prohibited:

  • eat food;
  • walk through the cabin while driving;
  • create situations that interfere with the comfort of other passengers or the safety of the bus;
  • leave behind dirt, debris;
  • to spoil the internal inventory of the bus, and in the event of a breakdown of any thing or mechanism, inform the driver.

Train rides

To transport a group of minors by train, you must first buy tickets. To do this, the following sequence of actions:

  • a statement is made on a strictly defined sample;
  • in the Russian Railways list of all passengers with the details of the identification documents. It should be borne in mind that for 10 children there must be one accompanying adult;
  • receipts showing payment of various fees;
  • the presence of a medical professional is necessary when a group of at least 30 minors is transported, and the journey is at least 12 hours. Information about the doctor is also attached to the documents;

The application is provided 45-60 days before the intended trip. A reservation fee is taken for reservation, which is not refundable in case of trip cancellation.

For an organized group, 1 ticket is issued with a list of all passengers. Payment can be made in cash at the box office or bank transfer.

All children should have certificates of health and lack of contact with infectious patients.

The transportation of children by rail is regulated by the following documents:

  • FZ 18 of January 10, 2003 “Charter of Railway Transport of the Russian Federation”;
  • Order of the Ministry of Transport 473 of 12.19.13 "Rules for the transport of ... by rail";
  • Railways Order No. 1493р dated 06.0807 “On the procedure for organizing and ensuring the safety of transportation of organized groups of children”;
  • Resolution of the Head Physician of the Central State Sanitary Epidemiological Inspectorate dated 01/21/14 "On approval of San-Sid requirements for railway transportation of organized groups of children."

Flights

To date, there are no special requirements for transporting a group of children by air.

Children from 2 to 12 years old are given a discount on flights up to 50% of the cost of the purchased ticket. At the same time, children will have access to exactly the same amenities as ordinary passengers. When purchasing tickets, the age group of minors plays an important role.

Rules for the transport of children on the bus.

The rules of organized transportation of groups consisting of children were developed by the Ministry of Transport of Russia and adopted by the RF Government Decree No. 1177 of December 17, 2013. The document was edited, as amended, by Government Decree No. 652 of June 30, 2016. Some changes came into force on July 10, 2016, and the application of others was postponed until January 1, 2017. What changes have occurred?

The latest revision of the document includes the following changes: A new concept of “organized transportation of children” has been introduced.

Previously, this term was used: any transportation of 8 or more children; transportation is made not route vehicles. Currently clarified that the transportation is carried out without representatives of the children, which include parents, adoptive parents, guardians or caregivers. The exceptions are situations when the official representative is: an accompanying group or a medical professional whose presence is required during the transportation.

Based on this change, it turns out that if children are transported accompanied by parents who are not accompanying the group, for example, a group of tourists consisting of children and parents, then it is carried out on the basis of general rules that do not concern the transportation of organized groups of children established by Resolution No. 1177 . In this situation, parents or legal representatives must independently ensure the safety of the child on the basis of the contract of carriage and the rules for transporting children in the SDA 2016 bus.

The new regulatory document included the mandatory fulfillment of the following conditions:

  • children should be more than 8;
  • the bus should not stand on the route and be at the moment public transport;
  • escorting buses with children is currently provided only if there is a convoy consisting of 3 or more vehicles;
  • for the transportation of children, you must have a permit, the document is issued by an authorized employee of the district car inspection. Until 2016, the original permit was to be held by the driver and presented on the first request of the traffic police officer. After making changes, it is enough for the driver to have a copy of this document. Originals must be kept in the company for at least 3 years after the shipment;
  • transportation of children from 23 to 6 hours is allowed only in exceptional cases, which include: moving to railway or air stations to reduce the waiting time for the train (plane) to depart; unplanned delays while driving, for example, due to bad road or weather conditions. Movement after 23 hours should be carried out at a distance of no more than 50 km. Otherwise, the team leader should decide on an unplanned stop in order to give the children time to rest.

So, in the case of organized transportation of small passengers, special attention is required to be paid to: the need for the crew to escort the traffic police; documentation completeness; driver and bus requirements; requirements for persons accompanying children; rules of landing in the vehicle.

Accompanying a group of children traffic police

Initially, you need to decide on the transport company or other person who will carry out the transportation. Further, a charter contract is concluded between the person responsible for the group of children and the contractor directly. On the basis of this contract and the announcement of the route data, a corresponding notification is made about the transport of children by bus to the traffic police. To receive a car inspection of a convoy of buses consisting of 3 or more buses, it is required no later than two days before the start of transportation to submit a written request for escort.

The application for the maintenance of a car traffic police must contain the following data:

  • the time period in which maintenance is required;
  • the route of the column;
  • the number of buses involved, their brands and models with license plates, as well as the driver's license data;
  • name of the customer;
  • the name of the carrier or carrier;
  • Name of the accompanying group;
  • amount of children.

The application is submitted by the representative of the carrier organization to the regional office of the State Traffic Inspectorate. The response from the traffic police is also recorded and transmitted to the applicant in writing.

If children are transported by one or two buses, then in the traffic police department (also a maximum of 2 days before the trip) a notice of the transportation of children is given.

The document should contain:

  • information about the company that organizes the carriage;
  • information about the carrier;
  • date of shipment;
  • the route of the bus, supplemented by the names of the starting and ending points;
  • number of children transported, with indication of age category;
  • the brand and license plate number of the bus that delivers the children;
  • data accompanying the group person.

The notice must be marked that the traffic police knows and allows the transportation of children along the specified route and at a specified time. A copy of the application for maintenance or notification of transportation is a mandatory document, which must be with the driver. As a result, the person responsible for the transportation of children must receive one of the following documents: a copy of the notice of the transport of children on the bus, or a copy of the approved escort of the traffic police cars.

While the convoy is moving, there should be no one in the bus interiors except those included in the lists. If it is planned that someone will sit down while driving, he should be included in the list in advance.

Required documentation for transporting children

To transport children, you need to prepare a large package of accompanying documents, which should include the following:

  • a charter or carriage contract concluded between the organizer and the contractor of the carriage;
  • a document containing information about a medical worker who is obliged to accompany a group of children when the convoy or bus is moving for more than 12 hours;
  • copy of the permit for transportation;
  • copies of the notice of movement or applications for support;
  • list of persons accompanying the group. The list requires not only the name of the people, but also passport details and contact numbers for emergency communications; list of children (name and age);
  • a list of foods that children may have during transportation. Most often the list includes dry rations and bottled water;
  • a document reflecting information about the drivers of buses involved in the transportation of children. The document should reflect: name of drivers, details of driver's licenses, contact numbers;
  • a document reflecting the procedure for boarding children on the bus, indicating a separate seat for each person. The document can be drafted: trip organizer; accompanying person; health worker, taking into account the individual characteristics of each child; the representative of the carrier company, if this condition is an integral part of the concluded contract of carriage;
  • a document containing the route of the trip, which includes: a bus schedule with the definition of the time interval of movement, places for rest, meals, excursions with the name of the organization providing the appropriate action. For example, the name of the hotel where children should stay for rest or names of organizations that conducted excursions, dates and estimated time of stops for the needs of passengers;
  • When driving a convoy of buses, each vehicle is assigned a sequence number, which it must adhere to while driving.
  • All documents must be handed over to the driver one day prior to the transportation of children.

Buses must meet the following requirements:

As for the admission of vehicles to organized transportation of children, the new requirements should come into force on January 1, 2017.

These include:

  • the presence of a diagnostic card or a technical inspection certificate confirming that the bus is in good condition;
  • the age of the bus must not exceed 10 years from the moment of the vehicle’s release
  • all buses must be equipped with tachographs - special devices for monitoring the speed of the vehicle, compliance with the regime of work and rest of drivers;
  • all buses must be equipped with Glonass satellite navigation systems, allowing to determine the location of the vehicle at any time.

REQUIREMENTS FOR SUPPORTING ADULTS

When transporting children, accompanying persons should be appointed, whose main duties are:

  • coordination of the bus in case of unforeseen circumstances, for example, when weather conditions deteriorate;
  • tracking the behavior, health and nutrition of children during transport.

The number of accompanying persons in one bus is determined by the number of doors available for each vehicle. That is, an adult person responsible for the children during transportation should be at each door to avoid accidents while on the move. If there are several accompanying people on the bus, then among them, a responsible person is appointed to coordinate the work of all adults.

ADMISSION TO BUS

The group for transportation may include children of different age categories. The only restriction applies to children under the age of 7 years. Such persons may be transported in groups solely at movement times of less than 4 hours. In other cases, the transportation of young children in groups is prohibited. Children are allowed on the bus for transportation in the list provided by the group leader. Other persons are not allowed in the buses. However, at its discretion, the list of children can be changed unilaterally before the vehicle starts moving, that is, the team leader or another person responsible for drafting the document can change the list without prior notice to the carrier.

Responsibility for incorrect shipment

Each organized transportation of children must be carried out in accordance with accepted and established rules. For each not fulfilled the requirement provides a penalty according to Art. 12.23 Code of Administrative Offenses

Based on the Code of Offenses, there is a penalty for the improper transportation of children in any of the following cases:

  • transportation of children does not meet the requirements;
  • the driver does not meet the requirements;
  • there is no chartering agreement;
  • route not agreed;
  • no list of children and those responsible;
  • for drivers of 3 thousand rubles, for must. Persons 25 thousand rubles, for jur. persons - 100 thousand rubles.

A penalty is also provided for transporting children at night:

for drivers of 5 thousand rubles or deprivation of VU for 4-6 months., for must. persons 50 thousand rubles, for legal entities - 200 thousand rubles.

Children must be transported in strict compliance with the rules approved by Government Decree No. 1177. To ensure the maximum safety of small passengers, the rules are constantly changing and supplemented, based on other regulations and the environment.

The government approved the rules developed by the Ministry of Transport of organized groups of children in buses. The document defines the requirements for professional reliability of drivers, for the compliance of buses with technical requirements for the carriage of passengers. In addition, now all buses must be equipped with tachographs and satellite navigation equipment GLONASS or GLONASS / GPS.

The first of the requirements laid down in the rules concerns the buses themselves. They must be no older than 10 years and equipped with navigation systems. It must meet the intended purpose and design technical requirements for the transport of passengers, allowed in the prescribed manner to participate in road traffic. This paragraph of the rules comes into force in six months. The rest - from January 1, 2014.

Drivers who have uninterrupted work experience as a driver of a category D vehicle for at least 1 year are allowed to drive buses that organize organized transportation of a group of children. It is necessary to make sure that during the last year the person hired as a driver was not subjected to administrative punishment in the form of deprivation of the right to drive a vehicle or administrative arrest for violation of traffic rules.

If there are children under 7 years old in the group, the bus may not move more than 4 hours. At night (from 11 p.m. to 6 p.m.), organized transportation of a group of children to and from railway stations, airports and from them, as well as the completion of organized transportation of a group of children with an unplanned deviation from the schedule (with a delay in transit) are allowed. Moreover, after 23 hours the distance of transportation should not exceed 50 kilometers.

In case of organized transportation of a group of children in a long-distance traffic organized by a convoy for more than 3 hours, according to the timetable, it is necessary to ensure that such a group of children is accompanied by a medical worker. A medical officer and a senior person responsible for the organized transportation of a group of children must be on the bus that closes the convoy. In addition to the health worker, buses must be accompanied by traffic police cars. True, the text of the rules does not indicate whether it is a question of each bus, or of a convoy.

The number of attendants for 1 bus is assigned based on their location at each door of the bus. In this case, one of the accompanying persons is responsible for the organized transportation of a group of children on the respective bus and coordinates the actions of the driver (s) and other accompanying persons in the bus. If transportation is carried out by several buses, a senior person is appointed who is responsible for the organized transportation of a group of children.

The rules also specify the list of documents required for the organized transportation of groups of children:

· The chartering agreement concluded by the freighter and the charterer in writing, in the event of the organized transportation of a group of children under the chartering agreement;

· A document containing information about a medical worker (last name, first name, patronymic, position), a copy of a license to carry out medical activities or a copy of a contract with a medical organization or an individual entrepreneur with an appropriate license - in the case of transportation of children in a convoy of buses;

· A decision on the appointment of escort buses by cars (cars) of the State Traffic Safety Inspectorate division of a territorial body of the Ministry of Internal Affairs of the Russian Federation or notification of a negative decision on the results of consideration of an application for such escorts;

· A list of food products (dry rations, bottled water) according to the assortment established by the Federal Service for Supervision of Consumer Rights Protection and Human Welfare or its territorial management, if the time spent on the bus exceeds 3 hours;

· A list of assigned attendants (with the name, name, patronymic of each attendant, his phone), a list of children (with the name, first name, patronymic and age of each child);

· A document containing information about the driver (s) (with the surname, name, patronymic name of the driver, his phone number);

· A document containing the procedure for boarding children on the bus, established by the head or official responsible for ensuring road safety, educational organization, training organization, educational organization, medical organization or other organization, individual entrepreneur carrying out organized transportation of the group children by bus or charterer, except when the specified procedure for boarding children is contained in OVOR chartering;

  • Order of the school director on the organization of the excursion, in accordance with which an excursion is required
  • The list of assigned attendants (with the last name, first name and patronymic of each attendant, his phone number),
  • List of children (with the surname, name, patronymic and age of each child).

    Children are transported by bus during daylight hours.. It is forbidden to transport children's groups at night without special permission.

    In order to carry out organized transportation of a group of children, a bus is used, from the year of production no more than 10 years have passed, which meets the purpose and design of the technical requirements for passenger transportation, is allowed to participate in road traffic in the prescribed manner and is equipped with a tachograph and equipment satellite navigation GLONASS or GLONASS / GPS.

    This paragraph of the rules comes into force on 06.23.2015.

    At night (from 11 pm to 6 am), organized transportation of a group of children to and from railway stations, airports, and from them, as well as the completion of organized transportation of a group of children (delivery to the final destination, determined by the schedule, or to a place of overnight) with an unplanned deviation from the schedule (with a delay in the way). Moreover, after 23 hours the distance of transportation should not exceed 50 km. The number of passengers should not exceed the number of seats in the bus.

    The bus must have a package of documents necessary for the transport of passengers:

    but) chartering agreementsigned by the freighter and freighter in writing? in case of organized transportation of a group of children under a chartering agreement;
      b) medical record (surname, name, patronymic, position), copy of a license for medical activities or a copy of a contract with a medical organization or an individual entrepreneur who has the appropriate license? in the case provided for in paragraph 12 of this Regulation;

      g) a document containing the procedure for boarding children on a bus, established by a manager or officerresponsible for ensuring road safety, an educational organization, an organization providing training, an organization carrying out educational activities, a medical organization or other organization, an individual entrepreneur performing an organized transportation of a group of children by bus (hereafter organization), or a charterer, except when the specified procedure for boarding children is contained in the chartering agreement;
      h) the schedule of movement, which includes the estimated time of transportation, indicating the places and time of stops for rest and meals (hereinafter, the schedule), and a route map.

    The bus must be equipped with seat belts.   on each passenger seat, two fire extinguishers, 3 first-aid kits with a valid expiration date, signs "children", wheel chocks.

    Boarding and disembarking a children's group from a bus should be carried out in specially designated places (at bus stops).

    When transporting a group of children on a bus, it is prohibited:

  • eat food;
  • move around the cabin of the bus while driving;
  • smoke, drink alcoholic beverages (including beer and cocktails);
  • create situations that interfere with the comfort of other passengers or the safety of the bus;
  • leave behind dirt, debris;
  • to spoil the internal inventory of the bus, and in the event of a breakdown of any thing or mechanism, inform the driver. The driver fixes the damage in the waybill.

    In a number of cases, by-laws provide for additional regulations for the inspection of buses transporting children. In the Subject of the Russian Federation of the Moscow Region, during an excursion from the school in all cities of the Moscow region, vehicles that transport children are inspected. To submit an application to the traffic police for inspection of transport before the start of the tour requires information on the dates, number and time of the tour. Then the director of the educational institution issues an order for the excursion. Upon successful acceptance of the application in the traffic police, on a specified day, employees conduct visual and documentary control of the vehicle.

    When servicing the “Last Bell” and “Prom Night” events, a traffic police check is required on the date of the service, as well as an inspection of transport by cynologists with a dog for the presence of explosives.

    When transporting children in a convoy of buses of more than 3 pieces, the customer is obliged to order a traffic police escort car to move in front of the convoy, and if the number of buses is more than 10, the traffic police must provide a vehicle that closes the convoy.

    In accordance with the internal instructions of the Ministry of Education of the Russian Federation concerning tours in schools, children can be transported, including by public transport, according to the rules applicable to this type of transport (metro, tram, trolleybus). It is recommended to use customized transport.

    To control the group of schoolchildren during the trip, the Customer is obliged to appoint the elder groups in the required quantity. Senior groups receive an introductory briefing on compliance with the rules of children's passenger traffic on the basis of these rules. The speed of the bus when transporting children is limited and should not be higher than 60 km / h.
