The story of the Yugra bank, which in July was deprived of the right to conduct independent activities and transferred under the control of the DIA, received an unexpected continuation.

On Wednesday, the Prosecutor General's Office stood up for the bank of Belarusian businessmen Khotins, which was in the top 20 in terms of the volume of deposits attracted from the population of the Russian Federation.

The supervisory agency announced a decision to protest the Central Bank's orders to introduce a temporary administration into Ugra and prohibit the bank from satisfying creditors' claims. This, according to "Interfax", said the official representative of the Prosecutor General's Office Alexander Kurennoy.

According to him, the orders of the Central Bank, which actually stopped the activities of the bank and launched the procedure for paying depositors at the expense of the DIA, were "issued unreasonably."

"The Bank of Russia, both in the exercise of supervisory functions and in the course of inspections, did not reveal any violations by the Yugra bank of mandatory standards," Kurennoy said.

Yugra is a "financially stable credit institution, has the necessary liquidity", and the actual closure of the bank "will cause damage to the federal budget by 170 billion rubles (the amount of insurance payments - ed.), reduce the availability of lending to small and medium-sized businesses, accelerate inflation processes and worsen the investment climate in the country," said Kurennoy.

According to him, the Prosecutor General's Office demands to cancel the orders of the Central Bank and suspend payments to Yugra depositors, who from July 20 should be kept by VTB 24, Sberbank, Rosselkhozbank, FC Otkritie Bank and Uralsib Bank.

This decision must be implemented, an informed source told Interfax. "In accordance with the law, when a protest is made against a legal act that contradicts the law (in this case, the orders of the Central Bank of the Russian Federation), its validity is suspended for the period of consideration of the protest (ten days)," he said.

The Central Bank, according to the source, has the right to appeal the decision in court within 10 days.

Ultimately, the attempts of the Prosecutor General's Office to challenge the collapse of Yugra, which was one of the 30 largest banks in terms of assets, will most likely be unsuccessful, expert RA analyst Yuri Belikov believes.

Now the bank has a temporary administration, whose task is to assess the real state of affairs - according to the results, it will be calculated how much capital Ugra has left, with a high probability, a "hole" will be found there, in other words - negative capital, Belikov explains.

According to him, 40% of the loans issued by Yugra are bad, and the amount of losses exceeds the bank's own funds twice.

Bank "Ugra" worked on the principle of "vacuum cleaner", says the head of the analytical department of the bank BKF Maxim Osadchy: money was collected from the population with the help of high rates and went to finance development and oil business projects of the owners.

According to the statistics of the ALMC, in 2014 the Russians attributed 95.4 billion rubles to Yugra. The following year, the bank tripled its loan portfolio, and by the end of 2016, 28% of these loans were bad, and the bank's loss was a record in the country - 32.8 billion rubles. The Central Bank sees signs that the Yugra bank provided false reporting, and also manipulated deposits for 1.88 billion rubles, Vasily Pozdyshev, deputy chairman of the regulator, said on July 10.

In particular, the bank could bypass the Central Bank's restriction on attracting deposits (it was introduced in April last year) using the Mosoblbank scheme, when a deposit was opened on condition that one share was donated to the client. In addition, Yugra did not comply with the requirement for reserves: reserving amounts for one loan, it immediately dispersed them for others, which created the illusion that the bank had capital.

“Everyone knows that Yugra was only based on political resources, and that is why it lasted so long. There may be complaints against the Central Bank that it intervened too late,” says Sergey Romanchuk, head of operations in the currency and money market of Metallinvestbank.

“You have to understand that if the Prosecutor General turns out to be stronger than the Central Bank, then the Yugra case itself will turn out to be negligible in terms of damage to the country compared to the apocalypse that lies ahead of us. For individual entrepreneurs, payment is made only by transfer to the account.

Acceptance of applications for payment of compensation on accounts (deposits) and other necessary documents, as well as payment of insurance compensation to Ugra depositors will begin no later than July 24, 2017, the exact date will be determined later.

If at the time of payment of compensation, an individual entrepreneur has submitted a document confirming the state registration of the fact that he has lost the status of an individual entrepreneur, then compensation can be paid both in cash and by transferring funds to an account in a bank participating in the compulsory deposit insurance system specified by the depositor.

The revocation of the license from the bank "Ugra" was not the best news for its depositors. However, at present, deposit insurance allows you to get your funds back. Deposit insurance

If the bank made contributions to the fund of the insurance company, it is included in the register of participants in the insurance system. From now on, depositors' funds are considered to be insured without fail. If an insured event occurs - like at Yugra - the license is revoked, then the money is returned at the expense of the general fund. This allows curtailing the activities of the bank with minimal losses to customers, which generally stabilizes the banking services market.

Both Russian and foreign citizens can issue a refund. Payment is made only in rubles. They can return the amount that was on the client's accounts at the end of the license revocation day. Amounts in foreign currency are converted into rubles at the exchange rate of the same day set by the Bank of Russia. Start of reimbursement payments in VTB 24

The payment of insurance deposits to depositors of the bank "Ugra" began on 07/20/2017. In total, the total amount will be almost 67 billion rubles. As of July 24, VTB 24 has already paid out 26 billion rubles, that is, almost half of Yugra's depositors applied immediately after the announcement of the start of payments. In total, more than 100 thousand clients are planned.
